Teen Driver’s Guide to Florida’s Graduated Licensing System
Getting your driver’s license in Florida isn’t a one-and-done process—especially if you’re a teen. The state follows a Graduated Licensing System designed to help new drivers gain experience step-by-step. What Is Florida’s Graduated Licensing System?
Florida’s licensing system for teens consists of three stages:
- Learner’s License
- Intermediate (Restricted) License
- Full Privilege License
Step 1: Getting Your Learner’s License (Age 15+)
At 15, teens can apply for a learner’s license. Here’s what you need:
- Complete the Traffic Law and Substance Abuse Education (TLSAE) course
- Pass the written knowledge exam
- Pass a vision and hearing test
- Provide the necessary ID documents
With a learner’s license, teens can drive only during daylight hours for the first three months and must always be accompanied by a licensed driver age 21 or older in the front seat.
Step 2: Intermediate License (Age 16–17)
After holding a learner’s license for at least one year and logging 50 hours of supervised driving (10 of those at night), teens can apply for an intermediate license. They must:
- Be at least 16 years old
- Have no moving violations for 12 months
- Pass a driving skills test
Restrictions still apply:
- Age 16: Drive between 6 a.m. and 11 p.m. only (unless with a licensed adult or going to/from work)
- Age 17: Drive between 5 a.m. and 1 a.m. under the same conditions
Step 3: Full License (Age 18+)
At age 18, teens who have followed all rules and held an intermediate license can graduate to a full, unrestricted license. No additional testing is required—just a smooth transition into full driving privileges.
